Support Planning - Assessing the Individual Support Needs of People with Disabilities

As a result of the changes brought about by the Federal Participation Act, the procedure for the individual needs assessment of people with disabilities is being redesigned. At the center are conversations that are intended to be conducted in a dialogical manner and on an equal footing. These conversations record the applicants’ current participation situation and develop goals and wishes for their future life planning.

These procedures are handled differently in the individual federal states. In recent years, the federal states have developed their own instruments on which needs assessment is based.

The following work within the framework of the Support Planning project is devoted to a comparative presentation of instruments for determining individual support needs within the meaning of the overall planning procedure under Book IX of the German Social Code (SGB IX). This is carried out in three steps.

1. The first part presents key aspects of the overall planning procedure and the significance of the instruments used within it to determine individual support needs.
2. The second step provides a presentation of seven selected instruments using a cross-cutting matrix.
3. The concluding chapter outlines commonalities and lines of difference between the procedures and discusses key points and questions concerning their application.
